Barbara Donnellan is County Manager of Arlington County, Virginia. Ms. Donnellan began her career with Arlington County in 1983.
Ms. Donnellan served as Director of Management and Finance (DMF) from January 2000 to October 2006, after serving as Acting Director since March of 1999. Previously, she was Senior Tax Policy Coordinator for five years, working with the business community resolving complex County tax-related issues.
She also has extensive experience in the areas of transportation, financing, planning, housing, economic development and libraries. She was the Acting Director for Libraries for a year and also served as Acting County Manager from Nov. 2009 through May 2010.
Ms. Donnellan has worked on the following public/private partnership projects for the County: Ballston Garage, E-Trade, Shirlington redevelopment, Gates of Arlington, Columbia Pike, Economic Development Incentives, US Airways, Washington Capitals, baseball, and Rosslyn BID development.
Ms. Donnellan has held a number of appointments; she was appointed by Governor Warner in 2002 — and reappointed by Governor Kaine in 2006 and 2009 — to the
Virginia Resources Authority. She was appointed by the Arlington County Board to the Rosslyn BID Board (2003, 2009) and by the Arlington County Manager to the Arlington Retirement Board (1999, 2003, 2007, 2009).
She is also active in the community, serving as a volunteer for Arlington County Meals on Wheels and for other community boards. Ms. Donnellan is active with
Leadership Greater Washington; she is a member of the Class of 1999 and has served on its Board since 2004. Since 1999, she has served on the Board of Youth Leadership Greater Washington and served as President from 2001-2006.
In 2009, Leadership Greater Washington presented its highest honor —the 2009 Fannie Mae Volunteer of the Year Award — to Ms. Donnellan, who was honored for her role in expanding the Youth Leadership Greater Washington program through enhanced planning, fundraising, and recruiting.
Ms. Donnellan holds a Bachelor’s degree in Public Administration and a Master’s in Government and Politics from St. John’s University in New York. She and her husband Kevin were married in 1983, the same year she joined Arlington County government.
